Introduction
To ensure compliance with regulatory standards and strengthen water treatment infrastructure in Petersfield, the Tilmore Contact Tanks project was launched. This £4 million initiative involved constructing two state-of-the-art contact tanks and associated infrastructure to meet the growing demand for potable water in the region.
Positioned in an environmentally sensitive area, the project faced challenges requiring meticulous planning to minimize ecological impact. Meeting strict regulatory timelines and managing multiple stakeholders, including local authorities, environmental agencies, and operational teams, added further complexity.
Moreton & Partners (M&P) was engaged early as the client’s trusted commercial advisor, tasked with supporting SEW Capital Expenditure delivery from inception to completion.

The Project
The Tilmore Contact Tanks project required a structured approach to optimize planning, delivery, and collaboration across multiple parties. Leveraging our procurement strategy expertise, we recommended a Design and Build contract, ensuring alignment with technical demands and expediting delivery timelines.
We delivered comprehensive commercial and programme management services, including cost planning, risk management, and regular financial reporting. Regular commercial and programme meetings with contractors facilitated proactive resolution of issues, while rigorous contract administration avoided disputes and promoted the highest level of collaborative working.
Our focus extended beyond compliance to enhancing operational resilience, with a systemized approach that ensured accountability, efficiency, and transparency.
